Howards Grove is a rapidly growing community with several new subdivisions being built. This makes Howards Grove an excellent choice for the location of any prospective business or industry. Howards Grove-Millersville History

The Sheboygan County Historical Research Center announced its newest book, “Millersville, Wisconsin” by the Millersville Area Research Committee consisting of Arline Hoppe, Rita Milbrath, Robert Spindler and Violet Usadel. Here you may read the history of the Millersville Box Company with original pictures, the Sprenger’s Mill, destroyed by fire in 1916, the Millersville House (also known as Doro’s), Arno Usadel’s Tin Shop, Rudolf Schorer’s Blacksmith Shop, the Bitter Neumann Co. and others.
Of course there is a history of the community and its “marriage” with Howards Grove in 1967 and renamed Howards Grove-Millersville which gave it the distinction of being the longest name in Wisconsin. In 1971, the name was shortened to Howards Grove.
Pictures of the first settlers and the dates of their arrival are included. Some of these are Charles Oetling (1847), Henry and Minnie Mueller (1854), George and Wilhelmina Pieper (1857), and Johann and Louise Karstedt (1855). The soft-covered book is 187 pages filled with news articles, pictures, advertising and stories. The first school was established in 1848 with a teacher from Sheboygan Falls, There is a comprehensive listing of the school from 1848 through 1972 complete with pictures of students and teachers. There is also a history of St. Paul Evangelical Lutheran Church. The congregation was organized in 1862.
Anyone with connections to either Millersville or Howards Grove will want a copy of this book. It sells for $14 plus 5% tax and $4 for shipping and handling if ordered by mail. The book may be purchased at the Sheboygan County Historical Research Center, 518 Water Street, Sheboygan Falls, WI 53085. SCHRC is open Tuesday through Saturday from 9-4.
Parking Restrictions Continue to April 1

From December 1st until April 1st there is no parking on any Village Street during the hours of 2 a.m. and 7 a.m. This restriction is in effect regardless of the weather or temperature. Be sure to let your late night overnight guests know about the parking restrictions.
The Village Constables do enforce this restriction with a $100 citation. If the citation is paid within 7 days, it will be eligible for a discounted rate of $35.
If an unusual circumstance prevents you from moving a vehicle, please call both of the Constables to let them know. Most, if not all communities have some sort of “winter parking regulation” rules.
Spring Elections

The Spring Election will be held from 7 a.m. until 8 p.m., Tuesday, April 7, 2009 in the Community Center. Please enter at the lower level. This election is for your local representatives so get out and vote. On the
local ballot will be Village President, three Trustee positions and one Constable.
Dog Licenses

All 2008 dog licenses expired December 31, 2008, regardless of when they were issued
during the year. New licenses are available at the Village Hall. A current rabies certificate
is required to obtain a license. The fee will be $8 for spayed/neutered dogs and $15 for
male/female dogs. Late fees of $20 per dog in addition to fines are charged if not
licensed before April 1, 2009. If you no longer have a dog that was previously licensed,
let the staff at Village Hall know. The maximum number of dogs and/or cats a resident
may keep on the property is four. Failure to obtain a license is subject to a $100 citation.
Community Center and Shelter Rental

Reservations are being accepted for rental of the Community Room and Board Room up to one year in
advance from the present date. The Community Room has a maximum seated capacity of 112. There is a
flat rate of $15.00 per hour rental fee. Non-village residents will be charged double the amount and a
business will pay an additional $100 fee. A refundable cleaning/damage deposit of $100 is required for
all rentals when the key is picked up.
Reservations from village residents are now being accepted for 2009 shelter rental. Non-residents may
reserve the shelter starting April 1st. Rental fee is $25 for Village residents and $50 for non-residents. All

Brush Chipping and Spring Lawn Raking

Brush chipping is done on the 2nd and 4th Tuesday’s of the month. If time allows, the public works department may be out chipping on other Tuesdays as well. Please call the DPW at 565-3051 with any questions regarding chipping. Brush should be placed at the curb with the cut end facing the street. Keep the branches as long as possible and try not to stack the branches more than a few rows high. The chipping machine accepts branches up to 6 inches in diameter.
Monday and Thursday curb pickup will begin after the snow melts and last until grass cutting season starts. For more information on when the first pickup might be call the Public Works Dept at 565-3051.
Free Wood Chips

Free wood chips are available to Village of Howards Grove residents. You may pick them up at Memorial Park—bring your own containers and a shovel or pitch fork. The chips are to be used at your own risk because we cannot guarantee that they will be disease free. The chips come from the curbside chipping service provided by the Public Works Department.
2009 Road Projects and Clean Sweep

Conrad Court and Glen Avenue are scheduled to be reconstructed with storm sewer, curb & gutter and new pavement this year. Property owners will be receiving more information in the mail.
Again this year, Sheboygan County has received state funding for collection
and disposal of hazardous wastes referred to as the Clean Sweep
Collection Event. This grant is only good for the May 15 and May 16
collection dates. The county encourages citizens to bring their hazardous
wastes to these two collection events.
The Friday, May 15 collection will be held at Veolia Environmental Services 2905 Paine Ave, Sheboygan from 2 - 7 PM.
The Saturday, May 16 collection will be held at Sheboygan County Highway Dept - Cascade Shed, W6451 St Hwy 28, Cascade from 8 - 11 AM.
The following items will be accepted at the facilities.
- Flammable liquids Fluorescent bulbs Cleaners
- Oil-based paints Household Batteries Aerosols
- Solvents Acids and bases Poisons
- Varnishes Old gasoline Antifreeze
- Thinners Pesticides/herbicdes
- Reactives (typically pool chemicals)
- Computers will be disposed of at a cost of $25.00.
Saturday, March 21 and September 19 from 8 - 11 AM at Plymouth Municipal Garage, 1004 Valley Rd, Plymouth.
Saturday, July 18 and November 14 from 8 - 11 AM at Veolia Environmental Services, 2905 Paine Ave, Sheboygan.
Steve’s Amoco at the corner of S 14th St and Indiana Ave accepts waste oil all year round. If you have questions you can call them at 452-2041. Latex paint is not ”hazardous”. It can be disposed of with regular garbage. Simply remove the cover to let it dry up or pour it out in a container and add kitty litter to help dry it up.
